who is calling me from this number? i wish they would stop!

They have been calling our house number and my cell number for about 2 weeks now. They call one and then the other. They have never left a message and I have never answered the phone. I looked it up and it brought me here. This is really strange. Is there a fix?

I received a call from this number and when I answered, no one was on the line and when I said hello, they disconnected. Reverse lookup shows that the number is in East Virginia, Richmond. Very weird because I don't know anyone from VA.
